 CITY OF MURRIETA
NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that on April 18, 2023, during the Regular City Council Meeting the  Appeal of Development Plan Permit 2022-2601 Sandstone Valley Apartments was opened, continued, and scheduled for the Regular City Council Meeting on May 16, 2023, at 6 PM or a time soon thereafter, at City Hall, 1 Town Square, Murrieta CA 92562, to consider the following matter:

AN APPEAL OF PLANNING COMMISSION’S DECISION TO APPROVE (DEVELOPMENT PLAN 2022-2601):  The appellant, the Mayor of the City of Murrieta, is appealing the approval by the Planning Commission, based upon the architectural style.  The project is for a Development Plan permit for consideration of a 96-unit multi-family residential project, in 4 buildings, each three stories in height (100% of the units will be at an affordable level). There will also be a one-story community building, on-site parking, landscaping, and fencing/walls. The zoning of the property is Multi-Family (MF-2) on 3.6 acres. The project includes off-site road improvements to Hawthorn Street including water and sewer connections. (APN’s 909-020-052, 090-020-020 and 909-020-021). Public hearing is on the appeal of the Approval of DP-2022-2601.

Environmental Determination:  The project is exempt under CEQA Guidelines Section 15332 – In-Fill Development, based on the following findings: The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation (Multi-Family) and regulations. The project occurs within the city limits on a site that is less than five (5) acres and is substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. The project would not result in any significant effects relating to traffic noise, air quality, or water quality. The site can be adequately served by all required utilities and public services and is not on any hazardous substances list.

Any interested person may either submit written comments to the City Council before the hearing or may appear and be heard before the City Council at the time of the hearing. Written comments may be submitted to the City Clerk at 1 Town Square, Murrieta, CA 92562 and by email at [email protected]. Written comments may also be submitted at the public hearing. If you challenge the City’s action on this amendment in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council prior to the public hearing.
