PUBLIC NOTICE OF ORDINANCE ADOPTION
Notice is hereby given that the Murrieta City Council introduced the following Ordinance at a Regular meeting on November 1, 2022 held at City Council Chambers, 1 Town Square, Murrieta, CA 92562. The City Council adopted the Ordinance at a Regular meeting on November 15, 2022, held at City Council Chambers.

ORDINANCE NO. 585-22
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, AMENDING THE COMPENSATION OF THE CITY COUNCIL
Summary: This ordinance amends the compensation rate for members of the City Council, effective January 1, 2023.
WHEREAS, City of Murrieta Municipal Code section 2.04.050 establishes a stipend for council members limited to fifteen percent (15%) of the median family income of the people of Murrieta; and
WHEREAS, the 2022 base figure for median family income in Murrieta is $99,755 per year as shown in the attached 2022 Median Family Income Study prepared by The Retail Coach (Exhibit 1) [available upon request from the City Clerk’s Department], fifteen percent of which is $1,246.94 per month; and
WHEREAS, Government Code section 36516 permits the compensation of council members to be increased at a rate not to exceed 5% for each calendar year from the operative date of the last adjustment; and
WHEREAS, the current City Council stipend of $1,134.20 per month is 13.6% below 15% of the 2022 median family income of the people of Murrieta; and
WHEREAS, the proposed monthly stipend increase from $1,134.20 to $1,246.94 is an increase of $112.74 or approximately 9.94%, which does not exceed 5% for each calendar year from the operative date of the last adjustment; and
WHEREAS, Government Code section 36516.5 restricts council member compensation adjustments to the beginning of a new term in office for one or more members.
NOW THEREFORE, THE CITY COUNCIL OF MURRIETA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. CITY COUNCIL COMPENSATION.
Effective January 1, 2023, the base monthly stipend for the City Council is increased from $1,134.20 to $1,246.94, pursuant to the provisions of Government Code section 36516 and Municipal Code section 2.04.050.
SECTION 2. EFFECTIVE DATE.
This ordinance shall take effect thirty (30) days after its adoption.
SECTION 3. SEVERABILITY.
If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this ordinance are declared to be severable.
SECTION 4. NOTICE OF ADOPTION.
The City Clerk shall certify to the adoption of this ordinance and within fifteen (15) days after its final passage and the City Clerk shall cause it to be posted and published in a newspaper of general circulation, printed, published and circulated in the City in the manner required by law and shall cause a copy of this Ordinance and its certification, to be entered in the Book of Ordinances of the City.
