CITY OF MURRIETA
 NOTICE OF PUBLIC HEARING

 

HEARING DATE:     Tuesday, December 6, 2022

 

PLACE:                      Murrieta City Hall, Council Chambers

                                    1 Town Square, Murrieta CA, 92562

 

TIME:                         6:00 P.M.

 

NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL OF THE CITY OF MURRIETA WILL HOLD A PUBLIC HEARING AT THE ABOVE TIME AND PLACE REGARDING THE FOLLOWING ITEM:

 

The City Council will consider a resolution amending the City’s User Fee Schedule to add a credit card convenience fee in the amount of 2.9% of the applicable transaction amount for payments received by the City and using a credit card for the transaction. This fee is intended solely to recover the actual costs per transaction assessed upon the City by the credit card servicer.

 

A schedule of the current fees is available for inspection at the City Clerk’s office at Murrieta City Hall, located at 1 Town Square, Murrieta, California, 92562 and also provided on the City’s website.

 

The above-mentioned proposed resolution was assessed in accordance with the authority and criteria contained in CEQA, the State CEQA Guidelines (“CEQA Guidelines”), and the environmental regulations of the City.  The proposed resolution is not a “project” for the purposes of CEQA and consistent with CEQA Guidelines Section 15378, as it merely establishes or updates an existing funding mechanism and its related administrative process and will not result in direct or indirect physical changes in the environment as compared to the current baseline. Further, the proposed resolution is statutorily exempt under CEQA Guidelines Sections 15273(a)(1), as well as CEQA Guidelines Sections 15061(b)(3) for the same reasons. Additionally, for the same reasons, even if the proposed resolution is a project for the purposes of CEQA, there is no possibility that this project may have a significant adverse effect on the environment pursuant to CEQA Guidelines, Section 15061(b)(3).  Therefore, this proposed resolution is not subject to CEQA.

 

At the public hearing the City Council will consider all oral and written statements made or filed by any interested person at or before the conclusion of said hearing. If you wish to challenge the adoption of this fee or the CEQA findings, and/or the environmental determination in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Murrieta City Clerk at 
 1 Town Square, Murrieta, CA 92562 and by email at [email protected]. Written comments may also be submitted at the public hearing.
