NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Murrieta on Wednesday, November 9, 2022 at 6:00 p.m. at City Hall, 1 Town Square, Murrieta, CA 92562, to consider the following matter:
DEVELOPMENT CODE AMENDMENT (DCA-2022-2729): A proposal by the City of Murrieta amending Chapters 16.10, 16.11, 16.12, and 16.14 of the Murrieta Municipal Code adding "Billboards Subject to a Relocation Agreement" as a conditionally permitted use in the Commercial, Office, Business Park and Industrial, and Special Purpose Districts of the Murrieta Development Code. Also proposed are amendments to Chapter 16.38 (Sign Standards) of the Murrieta Municipal Code, adding definitions, permit requirements, a review process, and other miscellaneous provisions for Billboards subject to a Relocation Agreement. The proposed Development Code Amendment will amend Chapter 16.38 to: (1) expand the definition of Billboards to include static or digital display signs that use digital message technology capable of changing the static message on the sign electronically; (2) include a definition of Relocation Agreements to describe an agreement entered between the City and a Billboard owner and/or property owner resulting in the removal, relocation, replacement and/or reconstruction of one or more lawfully existing Billboards to another parcel of property within the City, or to reconstruct a Billboard on the same property, as approved by the City Council; and (3) establish the content, requirements, and process for approval of Relocation Agreements.
Environmental Determination: The Development Code Amendment has been evaluated pursuant to the California Environmental Quality Act (CEQA) and it has been determined that the Development Code Amendment is exempt pursuant to CEQA Guidelines 15302 and 15303, because the Development Code Amendment will allow for the replacement or reconstruction of existing structures, and new construction or conversion of small structures.
Any person may either submit written comments to the Planning Commission before the hearing or may appear and be heard before the Planning Commission at the time of the hearing. If you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to the public hearing. The environmental finding along with the proposed project application may be reviewed at the Planning Division Monday – Thursday from 8:00 a.m. - 5:00 p.m. and every other Friday from 8:30 a.m. – 4:30 p.m. The draft ordinance and draft environmental determination are available online at https://www.murrietaca.gov/290/Public-Notices.
