NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of the City of Murrieta on, Tuesday, May 3, 2022 at 6:00 PM, or a time soon thereafter, at based at City Hall, 1 Town Square, Murrieta CA 92562, to consider the matters referenced below. The agenda for the meeting with information on public input and meeting format, will be available on the City’s webpage in advance of the meeting at: http://onbase.murrietaca.gov/OnBaseAgendaOnline/.
ADAMS AVE. AFFORDABLE MULTI-FAMILY PROJECT DEVELOPMENT PLAN (DP-2021-2311), TENTATIVE PARCEL MAP (TPM-2021-2326) AND DISPOSITION AND DEVELOPMENT AGREEMENT (DDA): The applicant, National Community Renaissance of California (CORE), is proposing to construct an affordable multi-family residential project, with a Boys and Girls Club, consisting of 200 residential units within four detached buildings located at 24960 Adams Avenue, Northeast of the intersection of Adams Avenue and Ivy Street, Assessor’s Parcel No.: 906-080-018. On January 12, 2022, the Planning Commission voted (5-0) to recommend that the project (Development Plan DP-2021-2311 and Tentative Parcel Map TPM-2021-2326) including a Density Bonus with development concessions, incentives and waivers move forward to the City Council for approval. This item includes a DDA (2022-2491) for the above referenced project between the City of Murrieta Housing Authority and National CORE that will include other associated documents, such as the Grant Agreement, Loan Agreement, Regulatory Agreement, and Ground Lease for the project. The whole project is being presented to the City Council and Housing Authority for a final decision. Pursuant to California Environmental Quality Act (CEQA), an Initial Study was prepared for the project, which determined consistent with CEQA Guidelines Sections 15070 and 15074, that a Mitigated Negative Declaration (MND) could be adopted for the project. The MND was circulated for a 30-day public review from December 13, 2021 to January 12, 2022 and did not identify any potentially significant environmental effects that could not be mitigated to a less-than-significant level. The recommended project includes the MND and a Mitigation Monitoring & Reporting Program.
Any member of the public is invited to and may either submit written comments to the City Council before the hearing or may appear and be heard before the City Council at the time of the hearing. Written comments may be submitted to the City Clerk at 1 Town Square, Murrieta, CA 92562 or by email at [email protected]. State law provides that if you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to the public hearing. The proposed project application plans and other information may be reviewed at the Planning Division offices at City Hall Monday – Thursday from 7:30 - 5:00 p.m. and every other Friday from 8:30-4:00 p.m.
