[ARCHIVED] Public Hearing Notice: Massage Ordinance Update

CITY OF MURRIETA

NOTICE OF PUBLIC HEARING

 

NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of the City of Murrieta on Tuesday, April 05, 2022 at 6:00 p.m., or a time soon thereafter, at City Hall, 1 Town Square, Murrieta, CA 92562, to consider the following matter:

 

MUNICIPAL CODE AMENDMENT (DCA 2022-2513) OF THE CITY COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, REGULATING MASSAGE BUSINESSES AND MASSAGE THERAPISTS: A request to the City Council to introduce and place on first reading an ordinance which will amend Chapter 5.18, entitled “Massage Businesses and Massage Therapists” to address some minor updates to existing operational standards, including permit posting, access criteria, and clarification with respect to location. Additionally, an update from City staff will be provided relating to the implementation and enforcement of Ordinance No. 565-21, entitled “Massage Businesses and Massage Therapists”, since those regulations became effective in October 2021.

 

Environmental Determination:   The proposed code amendment has been evaluated pursuant to the California Environmental Quality Act (CEQA) and it has been determined that the Code amendments will have no significant adverse impacts on the environment as it addresses some minor operational and clarification updates to existing standards. Provided this background, the City finds that the proposed amendments to the City’s Municipal Code under this Ordinance are exempt from environmental review pursuant to the “Common Sense” exemption, Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, since there would not result in a significant effect on the environment.

 

Any person may either submit written comments to the City Council before the hearing or may appear and be heard before the City Council at the time of the hearing.  If you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to the public hearing.  The environmental finding along with the proposed project application may be reviewed at the Planning Division counter Monday – Thursday from 8:00 a.m. - 5:00 p.m. and every other Friday from 8:30 a.m. – 4:30 p.m. The draft Ordinance language and draft Environmental Determination is available online with translation tools at https://www.murrietaca.gov/675/Murrieta-Massage-Ordinance

 

It is the intention of the City to comply with the Americans with Disabilities Act (ADA) in all respects.  Upon request, the agenda will be made available in appropriate alternative formats to persons with disabilities.  If you require modification, accommodation or special assistance to attend or participate in this meeting, please contact the City Clerk Department at (951) 461-6031 at least 48 hours prior to the meeting date. The 48-hour notification period will enable the City to make reasonable arrangements to ensure accessibility to this meeting.
