NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of the City of Murrieta on Tuesday, November 16, 2021 at 1:30 p.m., or as soon thereafter, at City Hall, 1 Town Square, Murrieta, CA 92562, to consider the below matter:
The Murrieta Hills Project which includes the following: General Plan Amendment No. 012-3165, for both the Murrieta Hills Specific Plan (MHSP) project area and approximately 187 acres of land located immediately south of the MHSP project area owned by the Western Riverside County Regional Conservation Authority (RCA), to change the current Riverside County Land Use Designations of Rural Mountainous (RM), Rural Community-Estate Density Residential (RC-EDR) and Rural Community -Low Density Residential (RC-LDR) to Single Family Residential, Mixed-Use, Community Commercial and Parks and Open Space and designate McElwain Road to the Murrieta Circulation Element from Keller Road to the southern terminus of the MHSP Project site; Specific Plan Amendment No. 012-3164, the MHSP Amendment, that proposes a maximum of 750 dwelling units, approximately 18 acres of commercial uses, 12 acres of mixed use development a 4.6 acre public park, a 2.7 acre HOA community center, approximately 8.71 acres of pocket parks, 40.42 acres of linear natural open space and approximately 614.98 acres of natural open space; and Change of Zone 013-3312 for both the MHSP project area and the property owned by the RCA from the current zoning designation of Rural Residential (RR) into zoning designations of: Single Family Residential (SF-2), Estate Residential (ER-3) Mixed Use (MU) Community Commercial (CC) and Open Space (OS); and Tentative Tract Map 35853 that proposes a total of 562 lots including: 522 single family lots; 1 mixed use lot; 1 commercial lot; 1 public park lot; 11 HOA park lots; 17 water quality lots and 9 open space lots; and Development Agreement No. 2018-1631, between the City of Murrieta and the Applicant, Pulte/BP Murrieta Hills LLC that relates to the timing and conditions of approval regarding the MHSP Project.
PROJECT LOCATION: The 972-acre Project site is located west of I-215; south of Keller Road, immediately north of the Greer Ranch Community abutting the cities of Menifee to the north, Wildomar to the west and Murrieta to the south and east.
ENVIRONMENTAL DETERMINATION: The CITY OF MURRIETA, as the Lead Agency, has prepared an Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA) (SCH 2014031045). A Draft EIR was prepared and circulated for public review and comment from May 8, 2020 until June 22, 2020 consistent with CEQA Guidelines §15087. The City has prepared responses to all comments received consistent with CEQA Guidelines §15088. The Final EIR consists of the Draft EIR, comments received on the Draft EIR and a list of commenters, the City’s responses to comments, attachments, and an Errata to the Draft EIR. The Murrieta City Council will consider the Final EIR prior to any decision regarding the Project. The City Council will also consider the recommended Findings of Fact with Statement of Overriding Considerations and Mitigation Monitoring & Reporting Program.
Any person may either submit written comments to the City Council before the hearing or may appear and be heard before the City Council at the time of the hearing. If you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to the public hearing.
