CITY OF MURRIETA

NOTICE OF PUBLIC HEARING

 

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Murrieta on Wednesday October 27, 2021 at 6:00 P.M. in the Council Chambers at City Hall, 1 Town Square, Murrieta CA 92562, to consider the Housing Element Update General Plan Amendment (GPA) 2019-2064 and Development Code Amendment (DCA) 2021-2415.  The Agenda for the Meeting will be available on the City’s webpage in advance of the meeting here: https://www.murrietaca.gov/27/Government

 

PROJECT DESCRIPTION:   Every eight years, the City is required to update the Housing Element of the General Plan in order to comply with State Law and to identify sufficient suitable sites for the housing needs of the community as projected by the State and allocated by the Southern California Association of Governments (SCAG).  The City's Final RHNA Allocation from SCAG for the years 2021-2029 is 3,043 planned dwelling units across four income categories.  

 

The Housing Element, a state mandated chapter of the General Plan, identifies and analyzes the City’s housing needs and includes information on the City’s goals, policies, and quantified objectives to facilitate the development of housing. The Housing Element addresses the maintenance and expansion of the housing supply to accommodate households currently living and expected to live in Murrieta in the housing cycle.  The Project involves adoption of the Housing Element Update with a General Plan Amendment and Development Code Amendment and an environmental document pursuant to the California Environmental Quality Act (CEQA).

 

ENVIRONMENTAL: The project has been evaluated pursuant to CEQA.   No land use changes are proposed as part of the project and no increase or decrease of existing residential densities is proposed, therefore there are no potential environmental impacts that would result from the project and as such the project is exempt under the CEQA Guidelines.  Staff recommends a Notice of Exemption be filed and recorded.

 

PLANNING COMMISSION: The purpose of the Planning Commission Hearing is to receive a recommendation on the project to present at a future City Council Hearing for consideration.  Any person may either submit written comments to the Planning Commission before the hearing or may appear and be heard before the Planning Commission at the time of the hearing.  State law provides that if you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing.   The proposed project may be reviewed online on the City’s website by searching “Housing Element Update” on the City’s website or at:   http://www.murrietaca.gov/1056/Housing-Element-Update

 

It is the intention of the City to comply with the Americans with Disabilities Act (ADA) in all respects.  Upon request, this Agenda will be made available in appropriate alternative formats to persons with disabilities.  If you require modification, accommodation or special assistance to attend or participate in this meeting, please contact the City Clerk Department at (951) 461-4030 at least 48 hours prior to the meeting date.  The 48-hour notification period will enable the City to make reasonable arrangements to ensure accessibility to this meeting.
