DIRECTOR’S DETERMINATION - NOTICE OF INTENT TO APPROVE
Minor Conditional Use Permit (MCUP) 2020-2123
MINOR CONDITIONAL USE PERMT (MCUP) 2020-2123: A Minor Conditional Use Permit for the construction and operation of an un-manned wireless telecommunication facility stealth designed as a mono-pine placed within the southwest area of the Oak Grove Institute located at 24275 Jefferson Avenue. The project consists of a 65 foot mono-pine tower with 12 panel antennas (4 per sector mounted on the mono-pine), 36 External RRU’s (12 per sector mounted behind panel antennas), one microwave antenna, 4 surge suppressors and at ground level a 298 square foot enclosure is proposed containing four (4) equipment cabinets, a 20KW diesel generator and associated equipment. The total lease area for the mono-pine tower and the equipment enclosure is 828 square feet. Assessor Parcel APN: 906-030-012.
NOTICE IS HEREBY GIVEN for the above described project and the following:
PRELIMINARY PROJECT DETERMINATION:
The City of Murrieta conducted a review of the project and the City Planner (On behalf of the Director) has made a preliminary determination to approve the project consistent with applicable findings. The City Planner will consider all comments before a final decision is made on the proposed Minor Conditional Use Permit (MCUP) 2020-2123.
PRELIMINARY ENVIRONMENTAL DETERMINATION:
The City of Murrieta conducted a preliminary environmental review of the project and the City Planner (On behalf of the Director) has made the following preliminary environmental determination pursuant CEQA Guidelines:
Categorical Exemption: The project meets the criteria set forth in State CEQA Guidelines Section 15303, Categorical Exemption, which consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project is exempt since the proposal does not exceed 2,500 square feet in floor area and the project does not involve the use of hazardous material.
YOUR OPTIONS FOR SUBMITTING COMMENTS AND/OR REQUEST FOR A PUBLIC HEARING:
Any person may submit written comments on the preliminary project determination no later than 10 days after the date of this notice.
A public hearing at the Planning Commission can be requested no later than 10 days after the date of this notice for consideration of the project application.
State law provides that if you challenge the City’s action on this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing (if requested with this application) or described in this notice, or in written correspondence delivered to, or prior to the public hearing (if requested with this application).
If the last day to file a request for a public hearing on the above application falls on a legal holiday recognized by the city or on a Saturday or Sunday, the following business day shall be deemed the last day to file the request.
The proposed project application, plans, environmental documentation, technical studies, and other related information may be reviewed upon request.
