NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of the City of Murrieta on October 6, 2020, at 6:00 PM AS A TELECONFERENCE MEETING based at City Hall, 1 Town Square, Murrieta CA 92562, to consider the following matter:
APPEAL 2020-2214 – AN APPEAL OF PLANNING COMMISSION’S DECISION TO CERTIFY AN ENVIRONMENTAL IMPACT REPORT FOR COSTCO/VINEYARD II (DEVELOPMENT PLAN 2018-1652 / CONDITIONAL USE PERMIT 2018-1653 / TENTATIVE PARCEL MAP 2018-1654 AND DEVELOPMENT PLAN 2018-1656): The appellant, Protect Murrieta Families, is appealing the certification of the Final Environmental Impact Report (FEIR) prepared for the above referenced Planning applications. The project described in the FEIR involves the construction and operation of approximately 225,362 square feet of new development, consisting of an approximately 153,362 square foot Costco Wholesale warehouse retail building and a 32-pump fueling station on 16.42 acres. A Conditional Use Permit is for the operation of tire sales and installation and to display an automobile in front of the retail building. Tentative Parcel Map 37511 is for the subdivision of 26 acres into two units totaling 8 parcels. The project also includes a 72,000 square foot retail center on the east side of Warm Springs Parkway on approximately 7.83 acres. The project site is located northerly of Clinton Keith Road, east of Antelope Road and southerly of Linnel Lane. Assessor’s Parcel No.: 392-290-025, -026, -028, -029, -051, 392-270-030 and -033. Public hearing is on the appeal of the certification of the Final Environmental Impact Report only and not on the identified Planning cases, DP-2018-1652, CUP-2018-1653, TPM-2018-1654, and DP-2018-1656.
Environmental Determination: The project has been determined to require an Environmental Impact Report (EIR) pursuant to the Guidelines for Implementation of the California Environmental Quality Act, California Code of Regulations Title 14. The EIR was prepared for the project and was circulated for a 45-day public review from May 20, 2020 to July 6, 2020. On appeal, the City Council will consider the Final EIR and the findings prepared for a Statement of Overriding Considerations, whereby feasible mitigation measures identified in the Final EIR that are within the purview of the City would be implemented with the proposed project, and that the remaining significant unavoidable effects are outweighed and are found to be acceptable due to specific overriding economic, legal, social, technological, or other benefits.
