CITY OF MURRIETA

NOTICE OF PUBLIC HEARING

 

TO: Property owners and residents within or adjacent to land use change areas.

 

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Murrieta on May 27, 2020, at 4:00 PM AS A TELECONFERENCE MEETING based at City Hall, 1 Town Square, Murrieta CA 92562, to consider the GENERAL PLAN UPDATE (GPU) AND SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (SEIR), (GENERAL PLAN AMENDMENT (GPA) 2018-1751). The Agenda for the Meeting with additional information on public input, will be available on the City’s webpage in advance of the meeting here: https://www.murrietaca.gov/27/Government

 

PROJECT DESCRIPTION: The City has prepared an update to the General Plan that includes proposed land use changes throughout the City (see the designated areas on the attached map) as well as amendments to the various plan elements. The GPU is a focused update initiated in 2018 in part to address changes in State law enacted since the previous plan was adopted in 2011. The project includes a proposed new land use and zoning designation, Innovation, to be implemented in key areas of the City. The project also includes an update to the City’s Climate Action Plan to address new State and regional goals for emissions reductions and the State required implementation of Vehicle Miles Travelled as a measure of traffic impacts. The GPU provides the City Council, Planning Commission, City Staff, local stakeholders and the community with updated plans to guide the City’s land use decision-making and development processes through 2035.


SEIR: A Supplemental Environmental Impact Report (SEIR) has been prepared to analyze the environmental impacts of the project pursuant to the California Environmental Quality Act (CEQA) and was circulated for public review earlier this year. The SEIR includes a description of the proposed project, its environmental setting and an analysis of how the project would potentially impact the environment. Where impacts would be potentially significant, mitigation measures are identified to avoid or reduce those impacts. In addition, the SEIR contains an analysis of potential project alternatives, cumulative impacts and other considerations required under CEQA. The SEIR identifies significant and unavoidable impacts associated with future development under the project related to Air Quality and Transportation.


PLANNING COMMISSION: The purpose of the Planning Commission Hearing is to make a recommendation on the project to present at a future City Council Hearing for consideration. Any person may either submit written comments to the Planning Commission before the hearing or may appear and be heard before the Planning Commission at the time of the hearing via TELECONFERENCE. Additionally, the City has provided the opportunity for any person to provide additional comments on the proposed land use changes on the project webpage. These comments will also be shared with the Planning Commission as part of the project. State law provides that if you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission via EMAIL OR TELECONFERENCE prior to the public hearing.
