Legislative Affairs Program
Purpose
Throughout each year, the State Legislature and the United States Congress propose and enact legislation, some of which affects local municipal government. The City of Murrieta recognizes the need for active legislative engagement at the local, state, and federal levels to enhance the interests of Murrieta’s residents and businesses. City officials maintain close relationships with Murrieta’s state and federal representatives.
At times, it is in the interest of the City to take a position on proposed legislation. The City’s Legislative Program follows City Council Policy 100-02 (PDF) for legislative protocol and process.
Priorities and Process
The City Council adopts an annual Legislative Program (PDF), which serves as the foundation for the City’s advocacy strategy. The City actively monitors state and federal legislation and takes appropriate action, when required, to protect the City’s interests and local legislative authority. The City’s legislative advocacy primary priority areas include:

Position Letters
For proposed legislation either consistent with the City’s Legislative Platform or consistent with legislative positions the City has taken in the past, staff is authorized to prepare position letters for the Mayor’s signature prior to being sent. If the Mayor is unavailable, the Mayor Pro Tem is authorized to sign position letters. All members of City Council receive copies of sent position letters.
City of Murrieta Legislative Workgroup
For Council positions on legislation not addressed in the City’s Legislative Platform, staff may work with the City’s Legislative Workgroup to place an item on the City Council agenda for consideration. The Legislative Platform only addresses issues directly relevant to or impacting the provision of municipal services.
