Abandoned Property Registration
The City of Murrieta requires abandoned properties to be registered with the City according to Section 8.44 of the Murrietta Municipal Code.

Property in such condition as to create a detriment or hazard to the public health, safety or general welfare or in such manner as to constitute a public nuisance.

No person shall conduct any grading, clearing, brushing, or grubbing on natural or existing grade that is preparatory to grading over 50 cubic yards, without first having obtained a grading permit from the city engineer.

To tow a vehicle from private property, a Vehicle Release Form (PDF) must be filled out and provided to a Code Enforcement Officer prior to any private property impound.
Noise sources associated with the minor maintenance of residential real property provided the activities take place between the hours of 7 a.m. and 8 p.m. on any day except Sunday, or between the hours of 9 a.m. and 8 p.m. on Sunday.

Section 16.30 of the Murietta Municipal Code defines construction noise as:
Operating or causing the operation of tools or equipment used in construction, drilling, repair, alteration, or demolition work between weekday hours of 7 p.m. and 7 a.m., or at any time on Sundays or holidays, so that the sound creates a noise disturbance across a residential or commercial property line, except for emergency work of public service utilities.

Consequences
It is possible for a noise violator to be placed under arrest per 415(2) PC and the equipment making the noise be collected as evidence and impounded at the Murrieta Police Department.

Section 8.20.030 (C) of the Murrieta Municipal Code addresses Substandard housing conditions as such:
Any property or structure in such a manner as to cause or allow the property or structure to become defective, unsightly, or in such other condition of deterioration or disrepair as the same may cause substantial depreciation of the property values of, or similar detriment to surrounding properties, as well as an adverse affect on the health, safety, and welfare of the citizens of the city.
Any improvement on the property, including but not limited to buildings, garages, carports, or roofs or gutters which the condition of the patio, stucco, siding, other exterior coating, has become so deteriorated as to permit decay, weathered woodwork, peeling paint, excessive checking, cracking, broken windows or warping so as to render the building unsightly and in a state of disrepair. Building or structures which are abandoned, boarded up, partially destroyed, or left in a state of partial construction or repair.

Swimming pools, ponds, or other bodies of water shall be filtered or maintained so as to not result in the water becoming polluted.
Polluted Water
Polluted water means water which contains:
- Algae
- Bacterial Growth
- Chemicals
- Debris
- Dirt
- Papers
- Remains of Deceased Animal Life
- Remains of Insects
- Rubbish
These materials, because of the magnitude, nature or location, constitute an unhealthy or unsafe condition.

According to section 8.20.030 (P)(5)(g) of the Murrieta Municipal Code property shall be free from infestation of termites, insects, vermin or rodents.
Jurisdiction
Private Property
The City of Murrieta does not eradicate pests from private homes. Property Owners are required to remove the pests through private pest control companies, home solutions, etc.
Please feel free to contact Code Enforcement for mailing material on ways to keep your home vermin free. Mosquitoes on private properties such as residential homes in pools, ponds, etc. fall under the jurisdiction of Code Enforcement.
Public Property
Any occurrences of mosquitoes on public property such as open-space ponds, ravines, creeks, or streams are to be directed to our Community Services Department at 951-304-7275.
