*Effective August 1, 2022, all submittals will be done electronically. Please note that we have 3 electronic submittal processes based upon your project. To avoid delay in your submittal review, be certain you are submitting to the correct portal and process*
Tenant Improvements, New Single Family Homes/Tract Homes, Multi Family homes, New Commercial/Industrial, Cell Sites, Signs, Commercial EV charging Stations, Demos, Single Family Additions/Alterations (major alterations), ADU/JADU, Hotel/Motel. When ready to submit, please email your application ONLY (no plans) to [email protected] to obtain your Plan Check Fee's and receive an invite to submit your plans by a Building and Safety staff member. Submittals For: Small Single Family Residential projects (listed below), submit application, plans and supplemental documents to: [email protected]:
- Standard and Tankless Water Heaters, Water Softeners, Re-pipe, Sewer/DWV Repair, Panel Upgrade, Temp Power/Meter Pedestals (up to 400AMP), Residential EV outlets, HVAC Replacement/Installations, Retaining Walls (City Standard), Patios and Balcony (City Standard), Pools/Spa’s, Fence/Block wall (City Standard), Minor Plumbing Work/Repairs, Minor Electrical Work/Repairs, Re-Roof, Balcony (City Standard) minor alterations and similar projects types for single family residential projects.
This program provides all customers (residents, developers, architects and engineers) with fast, fair and friendly counter services. The Building Safety Division:
- Coordinates with other city departments in the application and permitting process
- Takes in building permit applications and plan-check submittals (Now Electronically)
Please note that a new submittal must have an address and an APN in order for the Building Department to review the plans.

Monday through Thursday
7:30 a.m. to 5 p.m. (Cashier closes at 5:00 p.m.)
7:30 a.m. to 4 p.m. (Cashier closes at 4:00 p.m.)
All tract-related submittals shall be by appointment only. Call 951-461-6062 or refer to the staff directory and arrange a submittal appointment with one of the development services technicians. Email correspondences ensure a faster response.
