Plan and Permit Submittals
Department of Public Works/Engineering processes a variety of plan and permit submittals to support land development. Below are some examples.
The City utilizes a two-step process to submit and review plans. Permits are issued upon approval of plan checks.
All applicants should check the submittal requirement check list for each plan type or document. Additionally, applicants will need to save all the required files related to their project (such as documents, plans, reference documents, reports, etc.) in PDF file format in accordance with Construction Coalition PDF guidelines.

PLANS, MAPS, EASEMENTS
The following plan types shall all be submitted for plan check review.
- Grading Plans and Revisions
- Improvements - Street
- Improvements - Storm Drain
- Final Map
- Lot Line Adjustment/Parcel Merger
- Easements
- Vacations
- Seismic - Alquist Priolo
PERMITS
Plan checks are required for the associated permits:
- Grading
- Right of Way Encroachment - Street, Storm Drain
- Right of Way Encroachment - Utility
Permits not required to go through plan check:
- Haul
- Transportation
Online Engineering Plan Submittal Guide
•Applicant should check the submittal requirement checklist for each plan type or document in the Engineering applications(s).
•Applicant will need to save all the required files related to their project (such as documents, plans, reference documents, reports, etc.) in PDF file format. PDF CANNOT be locked, password protected or protected.
To submit online follow the steps below:
- Email complete submittal package to the Engineering Department at [email protected].
- For the appropriate plan submittal application form and engineers cost estimate form visit: https://www.murrietaca.gov/236/Forms.
- Submitted documents must follow the Construction Coalition PDF guidelines.
- Applicant will need to save all the required files related to their project (such as documents, plans, reference documents, reports, etc.) in PDF file format. PDF CANNOT be locked, password protected or protected.
- Technician reviews documents for a complete submittal.
- Please note: Incomplete submittals will not be accepted and will be returned unchecked.3
- The Technician emails plan check invoice to applicant.
- Applicant will pay the invoiced fee on the City's portal at https://murrietaca-energovpub.tylerhost.net/apps/selfservice#/home
- Upon payment of fees and, the Permit Tech will route the submittal for City staff review.
- Once a plan review is completed, the applicant will receive an email notification with comments or the next step to take.
