CDBG Community Needs Survey

The County of Riverside Economic Development Agency (EDA), under the direction of the U.S. Department of Housing and Urban Development (HUD) has initiated its 5-year (2019/2024) “Consolidated Plan” planning process.  An integral component of the Consolidated Plan process is the “Needs Assessment Resident Survey” process.  This Resident Needs Assessment Survey is used to obtain input from County (Murrieta) residents and other interested persons regarding affordable housing, community development, economic development, and other needs deemed important by the community.  The Consolidated Plan helps prioritize the County’s to utilization of the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership Act (HOME) funds within the County, and the City of Murrieta.

The City of Murrieta is a Cooperating City under the Riverside County’s CDBG Program and will be participating in the Needs Assessment Resident Survey process.  The City encourages any Murrieta resident to complete the survey so that our community is well represented.  The survey will be available starting on Saturday, September 29, through Saturday, November 10, 2018.  There are two (2) ways to complete the survey.  1) you may complete a paper copy of the survey which can be obtained by visiting City Hall (Monday – Friday, 8:00 a.m. – 5:30 p.m.) and the Murrieta Library.  All completed paper copies must be returned to Izzy Murguia, Management Analyst, prior to the November 10, deadline.  Second, you may complete the survey online (most easiest).  The survey can be easily accessed by clicking the link below, which will take you directly to the Riverside County Consolidated Plan Needs Assessment Resident Survey webpage.

City staff will be presenting a Consolidated Plan briefing report to the City Council at its meeting scheduled for October 16 and tentatively for November 20, 2018.  If you have not completed a paper copy or the online survey, you may attend this Council meeting and share your thoughts.  The City Council will have a final Consolidated Plan briefing report presented to them at their November 20, 2018 meeting at which time residents will have one final opportunity to participate in the Needs Assessment Resident Survey.  All surveys will be forwarded to the Riverside County Economic Development Agency at the conclusion of the process. Should you need assistance or have questions regarding the survey, please contact Izzy Murguia, Management Analyst at (951) 461-6099, or by email at Please click the link below to go to the CDBG Consolidated Plan 2019-2024 Survey:
