Online Permitting Update
Effective April 5, 2021, some permit types for single-family residences can be issued 100% electronically. If your permit qualifies as an “Over the Counter” permit, you can submit, pay and receive the permit and job card all via without coming to City Hall. The designated email to submit permit paperwork is [email protected]. This includes the following for single-family residential:
Standard and Tankless Water Heaters, Water Softeners, Re-pipe, Sewer/DWV Repair, Panel Upgrade/Temp Power/Meter Pedestals (up to 400AMP), HVAC Replacement/Installations, Retaining Walls (City Standard), Patios and Balcony (City Standard), Pools/Spa’s, Fence/Block wall (City Standard), Minor Plumbing Work/Repairs, Minor Electrical Work/Repairs, Re-Roof, Balcony (City Standard).
This program provides all customers (residents, developers, architects and engineers) with fast, fair and friendly counter services. The Building Safety Division:
- Coordinates with other city departments in the application and permitting process
- Does over-the-counter plan reviews for minor projects
- Takes in building permit applications and plan-check submittals
Please note that a new submittal must have an address and an APN in order for the Building Department to review the plans.
New submittals and resubmittals that are not for over the counter review are by appointment only. Call a permit technician at 951-461-6062 to schedule.
Permit Processing Hours
Monday through Thursday
7:30 a.m. to 5 p.m. (Cashier closes at 5:00 p.m.)
7:30 a.m. to 4 p.m. (Cashier closes at 4:00 p.m.)
We process applications on a first come first serve basis. Please plan your arrival time accordingly and no later than 30 minutes before the end of processing hours.
All tract related submittals shall be by appointment only. Refer to the staff directory and arrange a submittal appointment with one of the development services technicians. Email correspondences ensure a faster response.
